Mayor Artem Semenikhin told Ukrainian public broadcaster Suspilne that Konotop remains in the dark four days after Russian forces struck the city. The outage began on the night of October 23, and Semenikhin confirmed the power is still down as of the night of October 26.
The damage extends beyond the electrical grid. Semenikhin stated that most of the city has lost its gas supply. Local educational institutions sustained damage, and the city hospital now runs on generators to maintain operations. Residents face a strict schedule for water access, which flows from 6:00 a.m. to 9:00 a.m. and again from 6:00 p.m. to 9:00 p.m.
"The city has no electricity and most of it has no gas," Semenikhin said. He added that the uncertainty surrounding the power supply is the main concern for local officials and residents alike.
Sumyoblenergo, the regional power distribution company, reported that emergency repair crews are working around the clock. The utility noted that the timeline for completion depends on security conditions and whether crews can safely reach the damaged sites.
The initial attack occurred after 3:00 a.m. on October 24. Russian drones targeted energy facilities, a school, and residential homes. Later that afternoon, a drone hit a civilian agricultural business in the district, killing a 31-year-old farm worker and injuring four others.
Semenikhin wrote that there are no forecasts for when power will be restored. He emphasized that there are currently no estimates at all for a return to normal service.
